There was no boss in The Surge 2 that gave me more trouble than Matriarch Celeste. She, like her minions, can shock you and abuse the same tactics I used to dominate everything, with the added bonus of being entirely tactic based. Sadly, this is due to odd AI over anything else but this means it will be easier than you might think.

Preparation
Going into this fight I changed to some ANGEL gear so I could get my electro resistance up, changed to a more forgiving build (more energy gain and increased life when you obtain a full battery) and used the Infected Tasergrips from the robot enemies outside. This, along with the trusty R-1 ‘Diode’ Laspistol drone proved a lethal combo.
Method
Phase 1
Really, all you need to do is keep your distance, wait for her to rush and block. When you do this, one of two things will happen. Matriarch Celeste will either go through you and do little to no damage or she will stop short and slam the ground. You want her to do the latter. When you see that, simply jump back to avoid and then pounce. This tactic works surprisingly well and will result in significant damage more often than not.
Phase 2
Her second phase isn’t difficult, as much as there are a couple quick attacks that can do a lot of damage relatively quickly. What you want to do is use all your bullets on her and then keep mid-range. The goal is to have her do the shock attack as often as possible, as the only way to avoid taking damage is to actually damage her a lot. Since this one is very tricky, I strongly suggest attacking her head on and keeping mid-range to limit the number of attacks she can do.
