A while ago when Lucky Chloe was first announced in Tekken 7, Katsuhiro Harada teased that the character would only be playable in Asia and Europe. With the console version out later this year, the character is playable in North America too.
Harada reconfirmed this on Twitter by replying to a North American Tekken 7 fan of Lucky Chloe. He was only previously joking that the character would be region locked to Asia and Europe only.
This is good news as it means players from all around the world are getting the same amount of characters at launch. Nobody is getting replaced and censored or anything like that as initially feared by some players.
The game itself will be out this June 2nd, 2017 for the PS4, Xbox One and PC platforms. Unfortunately, no Nintendo Switch version has been confirmed yet so Nintendo fans might be missing out.
