As previously reported, all of the DLC characters planned for release on Street Fighter X Tekken can be found on the retail disc itself. Many fans were angry and annoyed to know about this. Capcom has now responded to this.
Here’s what they posted on the official Capcom blog:
“Capcom has confirmed that 12 new fan-favorite characters will be available as Downloadable Content (DLC) on the PlayStation 3, Xbox 360, and PC versions of Street Fighter X Tekken later this year. The playable characters will make their debut on the PS Vita system when the game is released this fall, with the console and PC versions receiving them as DLC soon after. The character information and files were intentionally included on retail versions of the PS3 and Xbox 360 game to save hard drive space and to ensure for a smooth transition when the DLC is available, allowing players who choose not to purchase the content the ability to play against players that did. More specifics regarding pricing, dates and other additional exciting DLC plans for Street Fighter X Tekken will be shared at a later date. As a reminder, the retail version of the game will be the only disc-based version consumers will need to own and all future upgrades will come from post-launch DLC. The new characters fighting their way onto Street Fighter X Tekken are… from the Street Fighter side… Blanka, Cody, Dudley, Elena, Guy and Sakura will be playable and from Tekken… Alisa Bosconovitch, Bryan Fury, Christie Monteiro, Jack, Lars Alexandersson and Lei Wulong will all be available”
Capcom went on to say that the data on the disc was to “ensure easy compatability between players who do and do not choose to download the characters when they arrive as DLC“. Capcom also wanted to avoid another “Super” game released a year later like it has done in the past with Street Fighter II, IV and Marvel vs. Capcom 3. This way, all you need to do is pay for the 12 DLC characters and the game should be complete.

March 6, 2012 at 1:39 PMWhy not rent it first at Gamefly and you can buy it for 15 dollars less? When Mortal Kombat released the DLC characters for $5, I say screw that. They’re on the retail disc, but it needs the data of the DLC in order to work. Sometimes they’re in it, sometimes they’re not. I bet the complete DLC character pack will be $15 or less because the four Mortal Kombat DLC characters are already at $20. That’s too much for all characters no thanks to whoever did the pricing. Either way, it’s good to know.

Pricing these things are extremely difficult and things like fighting game characters have more value. Some characters, esp for SF X Tekken are peoples main’s, so they will get “20” dollars worth of value out of just say blanka. However, I do agree with waiting and or buying used (so they don’t get your cash), if you don’t want to “support” these practices.
