The Elder Scrolls V: Skyrim’s executive producer Todd Howard stated that the game has taken notes from Fallout 3 regarding the game world’s enemies, also including that Oblivion had the tendency to be a little harsh on players at times. Howard told Edge Magazine the following:
“There were definitely points in Oblivion where you rode the roller-coaster of pain, because the world levels up faster than you.”
Skyrim is looking to set the level of an area, much like Fallout does, so the player can return to lower-leveled areas and fight the beasts there in order to level up to stand a chance against the higher leveled baddies in harder areas. Todd also continued and stated:
“We find that most players, even if they run into something hard and we think they should leave, will beat their head against that wall – because they are not a pussy. So we give the player a lot of devices to get through that – if they want to expend all their resources to get through that event, they can.”

July 29, 2011 at 7:32 PMI get that players can expend all their resources to get through areas that are above their level (I do that too). But there is something to be said for areas that are just too hard to get through at lower levels–it gives you a goal to strive for.
